Adding water to water doesn't change the properties the same way soaking a cloth in water does, it simply increases the volume. Furthermore, liquids can not hold other liquids, and thus can not become saturated. They mix to become a solution. The only exception would be liquids that can not mix, such as water and oil. In that case, the water would technically be wet with oil, as oil covers the top of water, but it still could not be wet on its own.
